that this approval extends only to the field test and that in order
to implement the full scale test ED shall submit a separate
approval request under the Paperwork Act. Further, OMB notes that
following the release of TIMSS results, different activities are
undertaken to address any deficiencies in student achievement
identified in TIMSS results. Therefore, prior to submitting an
approval request for the full scale TIMSS-R, ED will look into the
feasibility of developing a plan for tracking activities between
future iterations of the TIMSS in order to better assess the effect
of those activties/ initiatives on student achievement on the
TIMSS.

In order to provide international
benchmarks against which to measure the mathematics performance of
American students as part of the President's new voluntary test and
to measure progress toward the U.S. national goal of being first in
the world in mathematics and science in the year 2000, NCES desires
to repeat TIMSS in the U.S. in 1999.
