Terms of Clearance: Pursuant to 5 CFR 1320.5, OMB is diapproving this ICR at the proposed rule stage due to potential concerns regarding the adequacy of EPA's burden estimates in light of comments received from industry representatives. For example, while EPA estimates mailing costs for consumer confidence reports to be about $5808, AWWA cited the experience of a Connecticut water supplier that spent $30500 on a single mass mailing of a similar report. As another example, EPA estimates that these reports will take no more than 23 hours to prepare. Yet, it reportedly took a utility in Austin, Texas a total of 190 hours to prepare its first like report. Before resubmission, OMB encourages EPA to re-evaluate its burden estimates in light of these and other comments. In addition, EPA should ensure that the revised submission reflect any changes to record keeping and reporting requirements made at the final rule stage.
