The proposed prohibited species
donation program would expand the existing salmon donation program
to include halibut. The action is necessary to support industry
initiative to reduce discard in the groundfish fisheries.
Information must be collected to monitor compliance with quality
control standards and ensure that voluntary donated halibut are
properly stored, processed, and labeled. It will also allow NMFS to
ensure that halibut are not illegally retained or distributed as a
result of the program. Respondents would be tax-exempt
organizations and halibut processors.
