Under Amendments 5 and 7 to the Northeast Multispecies Fishery Management Plan (FMP) and under Amendment 1 to the Sea Scallop FMP, a vessel monitoring system (VMS) is considered to be a major tool for the monitoring and enforcing of days-at-sea restrictions. Certain categories of limited access scallop and multispecies vessels must use a VMS while fishing under the days-at-sea program when so notified by NMFS. This submission discusses the use of VMS on these vessels.
