Section 10.35 recognizes the inherent
authority of an administrative official to set and to stay or
postpone the effective date of any administrative action on his own
initiative or on the petition of any interested person for good
cause. It provides that an administrative stay of action may be
requested with respect to any decision of the Commissioner. Such a
request for a stay must be in the form specified in the regulations
and be submitted within 30 days after the date of the decision
involved.
