This collection
is approved as amended by FDA's revisions of 5/20/98 and on the
following condition. OMB notes that the sample has not been chosen
randomly and therefore the results can not be generalized to the
larger population. FDA will provide OMB with a report on the
results and methodological applications involved in this study as
soon as possible after collection and analysis of information, and
prior to any furure expansion of this study unless FDA indicates
this is not feasible.

On February 28, 1997, new FDA
regualtions went into effect that prohibit retailers from selling
cigarettes and smokeless tobacco to persons younger than 18 years
old and require retailers to verify, by means of photographic
identification, the age of purchasers younger than 27 years old.
FDA is planning to conduct a national advertising campaign aimed at
raising retailers' awareness of the new regulations and motivating
retailers to comply with them. The campaign would target persons
who sell cigarettes or smokeless tobacco to consumers for personal
use, including clerks and cashiers....
