Clearance is
granted with the expectation that FDA will make efforts to achieve
response rates of 80%, and at the least improve on the low response
rates (49%-55%) realized in the 1998 survey. In an effort to boost
the response rate for the baseline, we permit FDA to survey during
the early phase of the advertising campaign, making adjustments to
survey results if justifiable. We would like to reiterate that
future requests, especially those involving program planning such
as advertising campaigns, should be submitted in a timely
fashion.

Telephone interviews are planned with
a random sample of approximately 4,500 individuals. Data from the
survey will be used to help evaluate the effectiveness of the
Agency's outreach program by enabling the Agency to track
retailer's knowledge, awareness, and practices concerning sales of
cigarettes and smokeless tobacco to persons younger than 18 years
of age before and after a media campaign is launched.
