Abstract: This contract is required by the Helium Privatization Act of 1996, 74 Stat. 918, concerning changes to the method by which the Bureau of Land Management distributes helium to private industry. Changes to this delivery system require that the existing contract be changed. BLM will no longer sell refined helium but will sell crude helium, and private industry will, in turn, refine the helium and sell it to Federal agencies that use helium including the Department of Defense and the National Aeronautics and Space Administration.
