Approved consistent with DOL's memo to OMB of 5/18/98 and 5/19/98. In addition, ETA agrees to the following terms: 1) Prior to implementation of the oracle-based information system, ETA will ensure that the system is Y2K compliant; 2) In working towards implementation of the "menu" option of measuring performance (outlined in the proposal sent to OMB on 5/19) ETA will make everyeffort to ensure that the new system captures some post-program outcome data (e.g., job retention); 3) OMB notes that DOL was in violation of the PRA when coverage of this paperwork lapsed on 8/31/97. In the future DOL will make a greater effort to keep PRA coverage up to date; 4) OMB accepts ETA's justification for not continuing efforts under the SPIR pilot to collect individual- level data. OMB does note that the 401 program is the only ETA program (other than Older Workers) for which there is no mechanism for collecting individual-level data. In light of the problems indicated by ETA with implementing the SPIR, ETA will continue to investigate other mechanisms for collecting individual-level data to assess performance in this program.

This request is for approval of a reinstatement of the planning and reporting forms previously approved and in use for the JTPA section 401 program which provides employment and training services for Indians and Native Americans. Burden estimates do not include the tribes currently participating in the demonstration project under Public Law 102-477 but do include estimates for those tribal entities which also receive funding under title II-B of JTPA.
