amended by DOL's memoranda to OMB of 9/8/95 and 9/27/95. In
addition, DOL has agreed to meet the following conditions: --
Approval through May 1997 will allow DOL to complete its process
evaluation regarding development of new outcome measures, and
submit recommended changes for PRA review. -- DOL will solicit more
grantees to participate in the PY 1995 pilot study regarding
transition of this program to an automated management information
system, like the SPIR (OMB #1205-0321) for the JTPA Titles II and
III programs and the Title IV Migrant program. DOL will complete
its feasibility study of this issue in early 1996, and meet with
the Advisory Council in May 1996 to discuss transition with a goal
of achieving the transition as soon as possible thereafter. DOL
will provide OMB with a copy of the feasibility study, and inform
OMB of discussions regarding the transition as they develop. -- DOL
will convene a work group in the next three months to discuss
modifications to the performance standards for this program,
specifically to develop a weighting scheme that will place greater
weight on positive terminations associated with both employability
enhancement and an unsubsized job placement than on those
associated with only one of these two outcomes. DOL will also
consider adding a post-program placement measure. DOL will inform
OMB of the results of this work group, and present recommendations
for review by the Advisory Council in May 1996. -- DOL has agreed
to eliminate quarterly reporting, and institute semi-annual
reporting, starting with PY 1995. DOL will also proceed with
rulemaking to move to biennial submission of the CAP as soon as
possible. Upon transition to an automated reporting system, DOL
will eliminate the IASR report.
