Terms of Clearance: Pursuant to 5 CFR 1320.11, this proposed collection of information is not approved. Prior to submission of the ICR associated with the final rule, EPA should: (1) clarify why the number of firms in the respondent universe differs from the number of firms in the petroleum refining industry; (2) include estimates for costs incurred by respondents for maintaining records; (3) describe the nature of all capital and operations and maintenance costs; (4) revise Table 2 to more accurately reflect the frequency of the listed activities and the number of respondents that must perform them; (5) reconcile the average annual respondent burden indicated in section 6(g) with the total respondent hour burden given in Table 2; and (6) revise Table 3 to include the travel expense of attending a repeat performance test.
