Terms of Clearance: Before resubmission, the Agency will evaluate the burden to entities other than the 22 States and the District of Columbia. These entities are likely to include owners/operators of facilities that will be required to report emissions data to respondent States as part of this information collection. The Agency will also review the need for triennial collection of annual emissions data for uncontrolled sources, as compared to collection of only ozone season data for uncontrolled sources. In addition, the Agency will address any significant public comments received in the associated rulemaking that relate to this collection.

Abstract: Statewide ozone season NOx emissions budgets, based on the recommendations of the Ozone Transport Assessment Group (OTAG), are proposed for 22 States and the District of Columbia. Starting in 2003, these States are required to electronically report data to EPA to demonstrate progress toward achieving their budgets, which must be met by 2007. States must report data annually for those point, area, and mobile sources for whichthey adopt control measures to meet their NOx budgets.
