Approved through 12/99 as amended by SAMHSA's memoranda to OMB of 5/12/98, 6/16/98 and 6/23/98. As SAMHSA has agreed, the planned meeting with the States in July or August on performance outcome measures that would be voluntarily reported by all States as core measures will include participation by the National Governors' Association as well as NASADAD. SAMHSA will invite NGA staff directly, and will indicate that the purpose of the meeeting is to solicit the Governors' concurrence with the measures agreed upon. If consensus on these voluntarily reported core measures cannot be reached between SAMHSA, NASADAD, NGA, OMB, and ONDCP consistent with the timetable provided by SAMHSA in its 6/16 memo, SAMHSA will report to OMB and ONDCP at the earliest possible date to revise its performance outcome measures strategy under this Block Grant application. SAMHSA will also keep OMB and ONDCP informed about its progress in meeting this timetable generally, and SAMHSA will make its best effort to adhere to the dates provided.

Public Law 102-321 authorized block grants to States for the purpose of providing prevention and treatment services. Under the provisions of the law, States may receive allotments only after an application is submitted and approved by the Secretary. This submission provides States with the forms and instructions for their applications so they can comply with the requirements of the law and regulations implementing the law.
