Terms of Clearance: Approved. In addition, consistent with ED's memo of 6/2/98, ED will, as soon as practical, lengthen the time frame of this application process to a minimum of 2 months. In addition, ED agrees to continue to monitor this application process to assess whether enough time is being given for challenged, low income schools to leverage the kinds of resources and achieve the level of coordination necessary to be competitive. ED will update OMB by 9/30/98 on what they have learned from the current application process and their strategy for change, if any, in future application processes.
