This ICR is
approved for a period of three years subject to the following terms
of clearance. Prior to the next revision or renewal of this
collection, EPA should (1) examine whether semi-annual groundwater
monitoring under the provisions of 40 CFR 264.99(f) is needed in
all cases, or whether less frequent monitoring may be sufficient to
achieve the purpose of Part 264 in certain geological terranes or
under certain site-specific conditions, and (2) based on the
results of this examination, initiate rulemaking to amend Part 264
as appropriate. In addition, as soon as practicable, EPA should
revise its estimate of burden to ensure that the respondent burden
attributable to contractor labor is appropriately counted in the
Agency's estimate of the total burden hours imposed by the
collection.

This notice announces that the
following Information Collection Request (ICR) has been forwarded
to the Office of Management and Budget (OMB) for review and
approval: Facility Groundwater Monitoring Requirements, EPA ICR
#959.09, OMB Control Number 2050-0033, expiration 5/31/98. Subtitle
C of the Resource Conservation and Recovery Act of 1976 (RCRA)
creates a comprehensive program for the safe management of
hazardous waste. EPA has promulgated groundwater monitoring
standards for protecting groundwater from releases of hazardous
wastes from land disposal facilities. These standards require
collection....
