This information
collection is approved for a period of three years. Prior to the
next submission of this ICR to OMB for approval, EPA should
undertake a review of the need for continuous area monitoring, and
of whether there may be other less burdensome approaches that would
provide the public with equal or greater protection in the event of
major chemical releases. If the Agency determines that such
approaches exist, EPA should undertake a rulemaking to revise the
requirements of this collection accordingly, or revise these
requirements through a related rulemaking, before the expiration of
this renewal of the collection.

The owner/operator must submit an
application of approval of construction or modification,
notification of startup, waiver of emissions test if desired,
report within 10 days of each manual vent or relief valve
discharge, and quarterly reports. EPA uses this information to
directly determine the compliance status of sources in lieu of
on-site surveillance.
