Terms of Clearance: A summary of public comment on the NPRM indicates concern that the time, effort and burden of certain compliance steps "triggerred" by definitions in the rule may not be commensurate with benefits. Additional concerns were raised concerning access control, identification systems, and recordkeeping/record retention requirements. FAA has also extended the comment period on the proposed rule to 6/21/98. In light of the magnitude of the additional burden contemplated in this information collection request (ICR), OMB would like to consider FAA's response to public comment and any proposed modifications affecting the information collection requirements before taking action on this ICR.

Abstract: Airport security programs, training records, and screening/bomb threat/arrest reports are needed to ensure protection of persons and property in air transportation against acts of criminal violence, ensure passenger screening and other security measures remain effective, and that information is available to comply with congressional reporting requirements.
