Abstract: SSA enters into totalization agreements with foreign countries to eliminate double social security coverage and taxation. SSA needs to survey companies with overseas employees to determine which countries would be good candidates for new agreements. SSA uses the information, together with estimates of potential foreign tax savings and benefit payments, to determine priorities for new agreement negotiations. The respondents are U.S. businesses with overseas operations who have requested certificates of U.S. coverage.
