amended by DOL's revisions of 6/10/98, 6/23/98, and 7/13/98. In
addition, DOL agrees to the following terms: 1) Because DOL has
removed the reallocation language from this guidance in favor of
addressing the issue in a future TEGL, DOL will submit the TEGL to
OMB in draft form prior to officially releasing the TEGL; 2) DOL
agrees to continue its work towards increasing the electronic
response rate for this collection. This involves expanding
electronic options beyond fax to email and internet based
transmission. As DOL develops these electronic transmission
alternatives, DOL will minimize burden by allowing respondents to
submit the plan electronically (i.e. by either email or
internet-based transmission) and follow-up with hard-copy of the
appropriate signature pages only. DOL's will continue to work
towards the ultimate goal of a paperless process - electronic
submission with the use of electronic signatures.

The Balanced Budget Act of 1997,
signed by the President on August 5, 1997, authorizes the
Department of Labor to provide Welfare-to-Work (WtW) grants to
States and local communities to provide transitional employment
assistance to move Temporary Assistance for Needy Families (TANF)
recipients with significant employment barriers into unsubsidized
jobs providing long-term employment opportunties. WtW funds will be
provided through formula grants to States, grants to Indian tribes,
and competitive grants to public and private entities. This
planning addresses the requirements necessary for
States'....
