expires 9/30/98. DOL will submit a new clearance package for the FY
1999 awards. Further, on the issue of participant data collection
from competitive grantees, DOL will continue their efforts to work
with HHS to develop and implement as soon as practical a
coordinated and comprehensive approach to quarterly participant
data collection.

The Balanced Budget Act of 1997
authorized the Department of Labor to provide Welfare-to-Work (WtW)
grants which include both formula grants to States and localities
and competitive grants to local communities. These grants are
intended to help support achievement of the welfare reform goals
within the Personal Responsibility and Work Reconciliation Act
(PRWORA) of 1996. Under the WtW grant programs, there is
approximately 25 percent of funds not allocated by the formula
grant (to States and localities) that will be awarded directly to
the local government, Private Industry Councils (PICs),
political....
