Terms of Clearance: Approved as amended by ED's memos of OMB of 5/7/98 and 5/11/98 as well as the revised instrument submitted to OMB on 5/11/98. In addition, due to the time sensitive nature of this package, OMB is approving ED's use of the old race- ethnicity categories in this instance. The fact that the race- ethnicity information requested in this package is in the form of administrative records does not in and of itself justify use of the old categories; for example, new or revised federal data collections may lead states to revise their administrative records, allowing for collection under the new race-ethnicity categories. ED will take necessary steps to expedite the implementation of the new race-ethnicity categories for future collections. Further, ED will continue to investigate the feasibility of using email as a medium for transmission of applications in future competitions.

Abstract: The SDFS Recognition Program was established to recognize public and private schools that have demonstrated exemplary practices in creating safe and orderly learning environments. The newly redesigned program will focus on: (1) Research-based principles; (2) collaboration with partners and/or co-sponsors at the Federal, State, and local levels (both public and private); and (3) effective diffusion of knowledge about what works to prevent drug use and violence among youth.
