A rule had been proposed that would require operators of vessels licensed under the High Seas Fishing Compliance Act (HSFCA) to report their catch and effort when fishing on the high seas. This requirement is being implemented to avoid duplication of other reporting requirements that may be in effect for the fishery in question. The information is needed for fishery management and to provide data to international organizations.
