methods. Second, response #3 of the justification should be read to
indicate that SESAs do not currently have the capability to

of clearance, ETA in the next submission of this paperwork will
make any necessary adjustments to the collection process so that
SESAs can transmit petitions to ETA electronically.

DOL issues an annual list of Labor
Surplus Areas (LSA's) so that Federal agencies can direct
procurement contracts to employers in high unemployment areas. The
annual LSA list is updated during the year based upon petitions
submitted to DOL by SESA's requesting additional areas for LSA
classification.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
