Abstract: The National Highway Traffic Safety Administration (NHTSA) is issuing a Notice of Proposed Rulemaking (NPRM) implementing section 656(b) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996--State-Issued Driver's Licenses and Comparable Identification Documents. The NPRM sets forth provisions governing the form and application process for driver's licenses and identification documents and the use of social security numbers on driver's licenses and identification documents. The proposed rule provides that States must demonstrate compliance with the requirements of the regulation.
