Abstract: Anti-rebate certification are used to maintain continuous surveillance over the activities of common carriers and licensed ocean freight forwarders. Rebating is prohibited by section 10(b)(2) of the Shipping Act of 1984 and the filing of written certifications is required by section 15(b) of this Act.
