OMB appreciates
the assistance FCC provided in addressing our concerns with this
survey. OMB recommends that the introduction clearly inform the
respondent that their responses will be kept confidential (or that
responses will not be linked to a particular respondent). Section D
and other questions related to the respondent's relationship with
the owner of the station should be safeguarded to the same degree
that station strategy is in Section E. Periodically reminding
respondents of the confidentiality of their responses should
encourage them to be forthecoming.

This study of the nexus between the
ownership of broadcast stations by minorities and non-minorities
and news public affairs content is critical to establishing whether
the promotion of minority and women ownership of broadcasting
licenses is narrowly tailored to meet the compelling State interest
in diversity of programming.
