In attached NPRM, Commission solicits
public comment to reform access charge rules applicable to
rate-of-return incumbent LECs. We propose to require rate-of-return
LECs to conduct cost studies to determine the geographically
averaged portion of local switching port costs attributable to
line-side or dedicated trunk-side ports to be filed with tariffs
implementing these changes. We also propose to allow rate-of-return
LECs to file a petition for new services based on a public interest
standard.
