The FCC should
consider eliminating the annual certification or filing requirement
and adopt and enforce a rule requiring filing ownership
documentation when changes actually occur. This would reduce the
burden imposed upon the public and should be considered by the FCC
in its ongoing review of regulatory practices.

Each licensee is required to file
FCC-323 once each year on the anniversary date that its renewal
application is required to be filed. Each permittee is required to
file FCC-323 within 30 days of the date of grant by the FCC of an
application for original construction permit, transfer of control,
or assignment of license. The data is used by FCC staff to
determine whether the licensee/permittee is abiding by the multiple
ownership requirements as set down by the Commission's rules and is
in compliance with the Communciations Act of 1934, as
amended.
