OMB understands
that the FCC will use the results of this narrow study to develop
an NPRM to pursue broader issues regarding the competition in local
services marketplaces. OMB supports FCC efforts to involve industry
as much as possible in developing these information collections and
hopes that the information furnished in response to this item will
allow eventual reductions or eliminations of other information
collections.

Twenty telecommunications companies
including Bell Operating Companies are asked to voluntarily submit
information to the Commission to evaluate the status and
development of developing competition in the local exchange
telecommunications markets. The information will be used by
Commission economists and carrier analysts to advise the Commission
about the efficacy of Commission rules and policies adopted to
implement the Telecommunications Act of 1996.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
