The
reinstatement with change is approved for 18 months to allow the
agency to finalize the Guaranteed Program Regulations. Before its
next submission, when the rules are finalized, the agency will
review the information collections covered by this OMB control
number and streamline them in accordance with the PRIT's findings
and recommendations, when they are available. Also, the agency will
ensure that questions concerning race and ethnicity adhere to OMB
guidlines governing the collection of this information.

The information collection
requirements imposed on the public by regulations set out in 7 CFR
1980, subpart B, are necessary to administer the Farm Loan Program
(FLP) guaranteed loan program in accordance with the Consolidated
Farm and Rural Development Act. These collection requirements are
consistent with commonly performed lending practices. Collection of
information before the loan is made is necessary to determine
compliance with statutory and regulatory program requirements.
Collection of information after loans are made is necessary to
protect the Government's financial interest.
