FBI's ability to charge a user fee given the Omnibus bill. In
addition, the FBI should do all it can to obtain a response rate of
over 60%, otherwise the data collected will not be of much use in
directing the agecny's development of the NICS system.

The Brady Handgun Violence Prevention
Act of 1994, requires the Attorney General to establish a national
instant criminal background check system that any Federal firearm
licensee may contact by telephone or by other electronic means for
information to be supplied immediately on whether receipt of a
firearm by a prospective purchaser would violate State or Federal
law. Information pertaining to licensees who may contact the NICS
is collected to plan and manage the NICS.
On behalf of this Federal agency, I certify that
