This ICR is
approved for three years pursuant to 5 CFR 1320. Although the
burden for existing respondents is very small, new respondents may
face additional start-up burden associated with establishing a
mechanism for monitoring and labeling the proportion of ethanol in
the gasoline they handle. Accordingly, prior to resubmitting this
collection to OMB for renewal, EPA should ascertain whether there
are new facilities subject to the collection, the number of such
new facilities anticipated over the term of the collection, if any,
and any start-up burden that such new facilities would experience
as a result of this collection.

Information regarding ethanol content
for gasoline containing ethanol needed to assure that EPA and
distributors, retailers, and wholesale purchasers-consumers of
gasoline are aware of ethanol content so that the parties can stay
in compliance with Clean Air Act requirement that only gasoline
containing 10 percent ethanol is eligible for a 1 pound per square
inch reid vapor pressure exemption. Parties commingling gasoline
containing 10 percent ethanol with gasoline not containing ethanol
will be in violation of the Act and regulations.

1320.8(b)(3).
