The EPA is regulating architectural coating manufacturers and importers under the Authority of section 183(e) of the Clean Air Act. The architectural coatings rule requires manufacturers and importers of architectural coatings to submit a one-time initial compliance report and meet labeling requirements. Optional provisions, such as the recycled coating provisions, the tonnage exemption, and the exceedance fee provision, contain additional recordkeeping, reporting, and labeling requirements. The EPA will use this information to monitor compliance with the standards.
