The EPA is regulating architectural
coating manufacturers and importers under the Authority of section
183(e) of the Clean Air Act. The architectural coatings rule
requires manufacturers and importers of architectural coatings to
submit a one-time initial compliance report and meet labeling
requirements. Optional provisions, such as the recycled coating
provisions, the tonnage exemption, and the exceedance fee
provision, contain additional recordkeeping, reporting, and
labeling requirements. The EPA will use this information to monitor
compliance with the standards.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
