Abstract: The State Administrative Plan describes the State and local emergency management program effort. It is a statutory requirement for States to receive Federal assistance for State and local emergency preparedness personnel and administrative expenses. Plans have already been submitted by all States. The continuing requirement is that they be kept up-to-date.
