Abstract: According to the Surgeon General of the United States, use of smokeless tobacco represents a significant health risk and can lead to nicotine addiction. The Comprehensive Smokeless Tobacco Health Education Act (CSTHEA) of 1986 (Pub. L. 99-252) requires each entity manufacturing, packaging, or importing smokeless tobacco products annually to provide a specification of the quantity of nicotine contained in each smokeless tobacco product to the Secretary of Health and Human Services.
