OMB expects that HHS will receive public comments addressing both minimizing the burden and maximizing the utility of these provisions; HHS shall address such comments and make any appropriate revisions or explanations as part of the final rule package. In addition, OMB has concerns about a number of statements made in the Justification that accompanied this request; the request accompanying the final rule will address these concerns, which are outlined in OMB's 11/24/98 memorandum to HHS.

Abstract: The information collected is needed: 1) To conduct Federal onsite eligibility reviews of title IV-E of the Social Security Act (the Act), "Federal Payments for Foster Care and Adoption Assistance," and 2) to monitor State plan requirements under title IV-B and title IV-E of the Act, as required by Federal statute. The resultant information will determine if States are in compliance with State plan requirements and are achieving desired outcomes for children and families, as well as assure eligibility for federally assisted foster care expenditures. These reviews will not only address compliance with eligibility..
