Abstract: The WtW Monitoring and Oversight Guide is solely an instrument developed to assist the Department of Labor in meeting the responsibilities of the Secretary for oversight and monitoring of WtW formula and competitive grants. This document focuses on WtW program performance, fiscal accountability, and service strategies and coordination with other service providers.
