Approved as amended by and consistent with ED's memo to OMB of 11/13/98. In addition, the following terms of clearance apply: 1) OMB notes that this approval covers the data collection instruments included in this package - - First Grade Spring 2000 Parent Interview, First Grade Fall 1998 Parent Interview, School Principal Questionnaire, First Grade Teacher Questionnaire, First Grade Teacher Evaluation Form, Social Skills Rating System, Special Education Teacher/Service Provider Questionnaire, Student Information Checklist, Archival Data Extraction Form. Further, this approval will also cover those instruments approved under 1850-0719 that ED plans to implement in the Spring of 2000. 2) ED will submit within two weeks of this approval for OMB review: (a) a burden change sheet that revises ED's initial estimates so that - (i) the time for administering cognitive materials is not included in the estimate, (ii) the time for administering survey instruments, even where remunerations are offered, is included in the estimate, (iii) the burden total for this approval accounts for all the forms previously approved under 1850-0719 which are to be implemented in the Spring of 2000 (Note: There is no need to submit a burden change sheet for the elimination of 1850-0719 since it expires effective 12/1/98), (b) a copy of those instruments previously covered under 1850-0719 and to be implemented in the Spring of 2000, (c) an explanation of any changes to the forms covered by 1850-0719 since they were last approved, (d) a revised sampling strategy for the Fall 1998 pilot study so that a more geographically diverse group of respondents will be captured in the sample.

The ECLS begins in fall 1998-99 with a kindergarten cohort. This clearance is for follow-up activities with this cohort of students 1 year later, when they are typically in the first grade. There will be a pilot of the first grade fall survey in fall 1998, and the full scale surveys will take place in fall of 1999 and spring of 2000. The ECLS looks at the crucial first years of school from the perspective of the students, teachers, parents, and school administrators. There are assessments of the students.
