Terms of Clearance: Approved as amended by and consistent with ED's memo to OMB of 11/10/98. In addition, ED agrees to the following conditions of clearance: 1) ED will qualify any results of this video study with the following - (a) Best practices identified as a result of this 8 country study are recommended for use in a larger population of countries if and only if the effectiveness of the practice is validated by the OECD TIMSS study involving questionnaires to 40 countries. (b) The video study (in conjunction with the OECD study) does not provide a reliable picture of individual teaching practice, but provides only a national-level picture of teaching practices. 2) The 11/10 memo should be clarified to indicate 8 countries will participate in the video study, 6 of which will be high achieving countries (as measured by previous TIMMS assessments results), and 2 of which (U.S. and Australia) will not be high achieving countries. 3) The $300 remuneration will be given to the schools, not the teachers, and will be earmarked for school supplies or other school-related resources.

Abstract: The purpose of the study is to compare mathematics and science teaching practices in the U.S. with those in other countries. The sample for this study is grade 8 mathematics and science teachers and their students. Data include videotapes of lessons and questionnaire responses from teachers and students.
