The FCC has decided to rely primarily on market-based approaches for regulating access charges and has thus deferred on imposing several information collections that were associated with the prescriptive approach. The FCC, should it decide to invoke a these collections, must seek OMB approval for revisions to this collection. The FCC request for modifications to tariff filing and third party notifications is approved.

In the Access Charge Reform proceedings, the Commission adopts that, consistent with principles of cost-causation and economic efficiency, non-tariffic sensitive (NTS) costs associated with local switching should be recovered on an NTS basis through flat-rated, per-month charges. LECs may be required to submit showings to demonstrate that competition has developed in the marketplace. Carriers may be required to submit cost studies to demonstrate the cost of providing interstate access services that remain submitted to price cap regulation. Carriers are subject to tariffs and other requirements.
