through 6/99 under the condition that HCFA resubmits QISMC for PRA
clearance upon publication of: 1) an imminent final rule refining a
subset of M + C requirements;and/ or 2) the Medicaid managed care
rule. In this resubmission, HCFA must: 1) reevaluate the distinct
burdens of QISMC on the states and the private sector; 2) provide a
crosswalk between QISMC's standards and other private
standard-setting groups, such as the NCQA; and 3) include any
available to date, draft monitoring tools and guidance for QAPI
projects.

The QISMC standards and guidelines are
designed to implement the quality assurance provisions of the
Balanced Budget Act of 1997 and the regulatons they generated,
HCFA-1030-FC and HCFA-2001-P.
