Approved as amended by HHS' memo and revisions to OMB of 10/29/98 and 10/30/98. In addition, the following terms of clearance apply: 1) Consistent with the 10/30/98 memo, HHS will investigate the feasibility of stratifying the exploratory site sample (as well as the sample for impact and process sites) by those programs/ localities/SDAs/grantees that have served the WtW target population effectively in the past; those that have served the eligible population ineffectively in the past; and those that are new and thus have not served that population before at all. This stratification, which will quantify a grantee's past success in serving the population, could be used by HHS as an operational definition of "typical" in its efforts to stratify by typical vs. innovative from both the national and local perspective. 2) Consistent with the 10/30/98 memo, HHS will investigate the feasibility of stratifying the exploratory site sample (as well as the sample for impact and process sites) by variations in local economic conditions, such as job growth and State and local unemploment trends. 3) OMB's approval of the proposed methodology for site selection is conditioned on HHS submitting no later than December 1, 1998 for OMB review a memorandum reporting on the investigations outlined in terms 1 and 2 and what results those investigations have on site selection.

This data collection will provide an early snapshot of the status of welfare-to-work formula and competitive grantees and provide information on implementation issues at sites visited. The information will serve as the basis for a congressionally mandated report.
