FERC-539 information is required by the Commission under section 3 of the Natural Gas Act and for Presidential permits under Executive Order No. 10485 for siting, construction, operation, and modification to natural gas import/export facilities and general regulations applying to holders of such section 3 authorizations and Presidential permits. The data are used to determine if an interstate pipeline's filing complies with the regulations and is in the publics interest. FERC-539 reflects the proposed updating of Commission regulations as proposed in Docket No. RM98-9-000 (NOPR issued September 30, 1998).
