EPA's estimate
of burden per respondent has declined substantially from previous
ICRs. The Agency has reduced burden estimates because of
improvements in reporting technologies and also because the Agency
believes that processing, compiling, and reviewing information have
become customary business practice for the management of state air
quality programs.
