Terms of Clearance: This information collection request is not approved pursuant to 5 CFR 1320. EPA should review the public comments on the proposed rule and provide OMB with an evaluation of the comments and a discussion of any changes made in response to comments as a part of its resubmission of the ICR at the final rule stage. As a part of its resubmission, EPA should also verify that the wage rates referenced in section 6(b) of the supporting statement have been properly loaded to include overhead. Finally, EPA should consider whether it would be more appropriate to incorporate this revision in the existing collection(s) that apply to the synthetic organic chemical manufacturing industry.

Abstract: Respondents are owners or operators of synthetic organic chemical manufacturing industry facilities. Respondents will not be required to comply with any new recorne-time initial recordkeeping and reporting requirements because the CAR is a voluntary compliance approach to current recordkeeping and reporting requirements. The EPA will use this information to ensure compliance with the standards.
