Terms of Clearance: This information collection request is not approved. OMB notes that EPA failed to provide OMB with a copy of the proposed regulation and preamble, as required by 5 CFR 1320.11(b). Prior to submission of the information collection request associated with the final rule to OMB for approval, EPA should ensure that its estimate of wages paid to respondents' employees are properly loaded to include overhead, and that any capital or operations and maintenance expenses associated with record retention are included in the Agency's estimate of the burden associated with the collection. Finally, as part of its submission to OMB of the ICR associated with the final rule, EPA should include a copy of the NPRM and any comments received on the ICR or the rule that pertain to the proposed collection.

Respondents would submit notification and information indicating the performance of process controls or air pollution controls. This information is needed to ensure compliance with the rule.
