OMB requests the
FCC to address the concerns expressed in the GST Telecom filing of
November 3, 1998. Given the nature of this proposed information
collection, OMB requests that the FCC resubmit the collection as a
revision when the a Report and Order is issued in this Docket. OMB
is particularly interested in the following issues raised by GST:
1) differences in accounting systems make it difficult to use a
consolidated collection device, 2) possibility of allowing
corporate parents to file consolidated reports, 3) eliminating the
September 1 USF reporting requirement, 4) FCC establishing and
using a single billing and collection agent for fund payment, 5)
use of installment payments for small firms, and 6) claims that the
hour and cost burden for filers is understated. Additionally, OMB
requests that the FCC examine the burden reduction that could
result from use of an online or file transfer reporting method
rather submission of paper or information on magnetic media. Since
OMB is requesting that the FCC resubmit this collection for OMB
review and approval after the rulemaking is completed, OMB will
evaluate the FCC request to delete the expiration date at that
time. Finally, OMB strongly encourages the FCC to adopt a true
electronic filing capability for this information.

Pursuant to the Communications Act of
1934, as amended, telecommunications carriers (and certain other
providers of telecommunications services) must contribute to the
support and cost recovery mechanisms for telecommunciations relay
services, numbering administration, local number portability, and
universal service. The Commission proposes to combine the reporting
requirements associated with these mechanisms so that carriers need
only file one worksheet to satisfy all of these requirements. The
information collected would be used to calculate carriers'
contributions.
