The FCC shall
resubmit this collection after completion of the rulemaking
process. Given the very important nature of determining the Year
2000 compliance status of the public safety community's wireless
systems, OMB will review this collection as an emergency. OMB
strongly encourages the FCC to determine its proposed method for
assessing the Year 2000 status of these networks -- and OMB will
expedite coordination with the President's Council on Year 2000
Conversion. Finally, OMB is very concerned with the burden that
having separate Regional and State Planning Committee processes
poses on State and local governments and encourages the FCC to
examine how the need for such planning efforts can be best
accomplished without adding to these burdens.

The Commission seeks comments on
whether to require States to adhere to the same planning process
that regional planning committees use. The regional planning
committees are made up of representatives from each public safety
community to draft and submit regional plans to the Commission. The
Commission will use the information to assign licenses and may also
use the information to determine whether prospective licensees will
operate in compliance with the Commission rules.
