Terms of Clearance: Approved as amended by ONDCP's memoranda to OMB of 10/20/98. In addition, ONDCP agrees to conduct a test outlined in OMB's 10/20 memorandum to determine the effect of a $10 response incentive on non-responders, by dividing the non-respondents into equal random groups where half receive $10 and half receive further callbacks similar in cost to the incentive. ONDCP will report to OMB on the results of this test, in terms of response rates and data quality, as soon as the results are analyzed.
