Terms of Clearance: This collection is withdrawn per 2/5 NIH call. While OMB applauds the efforts of NIH to understand barriers to participation in studies such as the Jackson Heart Study, and OMB recognizes the critical importance of obtaining a high response rate, OMB has serious reservations with the ability of this survey to yield useful results in light of the low response rates expected. The materials sent by NIH on 1/29/99, particularly the results from the pilot test, reinforced those conclusions. Since a study such as this one must be completed before NIH proceeds with any future expansions of the Jackson Heart Study, OMB suggests the following options that NIH should consider: (1) Conduct focus groups designed to gather information from the harder to reach participants. (2) Conduct in-person interviews with a smaller sample of individuals. While such an approach is more time and resource intensive, it may result in much higher response rates than can be obtained over the phone. The response rates may also be strengthened through the use of incentives (both monetary and/ or in-kind). OMB is willing to work with NIH to ensure that this important study is conducted and yields the most useful results.

Abstract: A telephone survey will be administered to 400 African-American men and women, as well as in-depth qualitative interviews administered to 60 men and women, in order to examine facilitators and barriers to long-term participation in the upcoming observational Jackson Heart Study. Two random samples with replacement will be selected from drop-outs (n=50) and current participants (n=50) of a prior study (ARIC) began in Jackson, MS, 12 years ago. A third sample of 300 African-American non-ARIC community residents of Jackson, MS, ages 35-84, will be randomly selected.
